မြန်မာသံတမန်သင်တန်းကျောင်း တည်ထောင်ဖွင့်လှစ်ခြင်းနှင့် သံတမန်ရေးရာဘွဲ့လွန် ဒီပလိုမာသင်တန်း အမှတ်စဉ် (၁/၂၀၂၅) ဖွင့်ပွဲအခမ်းအနားကို ၂၈-၇-၂၀၂၅ ရက် (တနင်္လာနေ့)၊ နံနက် (၀၉:၀၀)နာရီတွင် နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ နေပြည်တော်ရှိ လောကနတ်ခန်းမနှင့် မြန်မာ သံတမန်သင်တန်းကျောင်းတို့၌ ကျင်းပပြုလုပ်ခဲ့သည်။
အခမ်းအနားသို့ ဒုတိယဝန်ကြီးချုပ်နှင့် နိုင်ငံခြားရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီး ဦးသန်းဆွေ တက်ရောက်၍ အဖွင့်အမှာစကား ပြောကြားခဲ့သည်။ အဆိုပါအခမ်းအနားသို့ နိုင်ငံတော်စီမံအုပ်ချုပ်ရေးကောင်စီအဖွဲ့ဝင် ဦးဝဏ္ဏမောင်လွင်၊ နိုင်ငံတော်စီမံအုပ်ချုပ်ရေးကောင်စီ ဥက္ကဋ္ဌရုံးဝန်ကြီးဌာန (၂) ပြည်ထောင်စုဝန်ကြီး ဦးကိုကိုလှိုင်၊ ပညာရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီး ဒေါက်တာညွန့်ဖေ၊ နိုင်ငံခြားရေးဝန်ကြီးဌာန ဒုတိယဝန်ကြီး ဦးလွင်ဦး နှင့် ဒုတိယဝန်ကြီး ဦးကိုကိုကျော်၊ ပြည်ထောင်စုရာထူးဝန်အဖွဲ့ အဖွဲ့ဝင် ဦးကျော်မျိုးထွဋ်၊ နိုင်ငံခြားရေးဝန်ကြီးဌာန အမြဲတမ်းအတွင်းဝန်၊ နိုင်ငံခြားရေးဝန်ကြီးဌာနနှင့် ပညာရေးဝန်ကြီးဌာန ညွှန်ကြားရေးမှူးချုပ်များ၊ ရန်ကုန်မြို့အခြေစိုက်သံရုံးများမှ သံအမတ်ကြီးများနှင့် သံရုံးအကြီးအကဲများ၊ မြန်မာသံတမန် သင်တန်းကျောင်းအတိုင်ပင်ခံပညာရှင်များအဖွဲ့နှင့် သင်ကြားရေးအဖွဲ့ အဖွဲ့ဝင်များ၊ Naypyitaw State Academy မှ ခေတ္တပါမောက္ခချုပ် နှင့် ဘာသာရပ်ဆိုင်ရာသင်ကြားရေးအဖွဲ့ဝင်များ၊ သံတမန် ရေးရာဘွဲ့လွန်ဒီပလိုမာ အမှတ်စဉ် (၁/၂၀၂၅) နေပြည်တော်တန်းခွဲနှင့် ရန်ကုန်တန်းခွဲတို့၏ သင်တန်းသား/ သင်တန်းသူများ တက်ရောက်ခဲ့ကြသည်။
ဒုတိယဝန်ကြီးချုပ်နှင့် နိုင်ငံခြားရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီး ဦးသန်းဆွေက အဖွင့်အမှာစကားပြောကြားရာတွင် မြန်မာသံတမန်သင်တန်းကျောင်း ဖွင့်လှစ်နိုင်ခြင်းသည် နိုင်ငံခြားရေးဝန်ကြီးဌာနအတွက် သမိုင်းမှတ်တိုင်တစ်ခု စိုက်ထူနိုင်ခဲ့သည်သာမက အနာဂတ် မြန်မာနိုင်ငံ၏ နိုင်ငံတကာဆက်ဆံရေးအတွက် ကြီးမားသော ရင်းနှီးမြှုပ်နှံမှုတစ်ခုဖြစ်ကြောင်း၊ သံတမန်ရေးရာပညာရပ်(Diplomacy) သည် ငြိမ်းချမ်းရေး၊ တည်ငြိမ်အေးချမ်းရေးနဲ့ ဖွံ့ဖြိုး တိုးတက်ရေးအတွက် အခြေခံအုတ်မြစ်တစ်ခု ဖြစ်သည့်အပြင် စဉ်ဆက်မပြတ် လေ့လာနေရန် (Life Long Learning) လိုအပ်ကြောင်း ထည့်သွင်းပြောကြားခဲ့သည်။
ဒုတိယဝန်ကြီးချုပ်နှင့် နိုင်ငံခြားရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီးက ၂၀၀၀ ပြည့်နှစ် မတိုင်မီအထိ မြန်မာနိုင်ငံတွင် Diplomacy နှင့်ပတ်သက်၍ သင်ကြားလေ့ကျင့်ပေးသော ကျောင်း၊ တက္ကသိုလ်များ မရှိခဲ့သဖြင့် မြန်မာသံတမန်များကို on-job training ဖြင့်သာ လေ့ကျင့် သင်ကြားပေးခဲ့ရကြောင်း၊ အဆိုပါဘာသာရပ်၏ အရေးပါမှုကို သိမြင်လာသည်နှင့်အမျှ နိုင်ငံခြားရေးဝန်ကြီး ဌာနအနေဖြင့် ၂၀၀၀ ပြည့်နှစ်မှစ၍ အခြေခံသံတမန်ရေးရာကျွမ်းကျင်မှုသင်တန်း (Basic Diplomatic Skills-BDS)၊ အဆင့်မြင့်သံတမန်ရေးရာကျွမ်းကျင်မှုသင်တန်း Enhanced Diplomatic Skills (EDS) သင်တန်းများဖွင့်လှစ်၍ မြန်မာသံတမန်များကို သာမက ပြင်ပ လူငယ်များကိုပါ လေ့ကျင့်သင်ကြားပေးခဲ့ရာ လက်ရှိအချိန်အထိ မြန်မာလူငယ် ၈,၀၀၀ ကျော်ခန့် ကို လေ့ကျင့်သင်ကြားပေးနိုင်ခဲ့ပြီဖြစ်ကြောင်း ပြောကြားခဲ့သည်။
ထို့ပြင် ဒုတိယဝန်ကြီးချုပ်နှင့် နိုင်ငံခြားရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီးက နိုင်ငံခြားရေးဝန်ကြီးဌာနသည် သံတမန်ရေးရာဘာသာရပ်များကို လေ့ကျင့်သင်ကြား ပို့ချနိုင်ရေးအတွက် မြန်မာသံတမန်သင်တန်းကျောင်း တည်ထောင်ဖွင့်လှစ်နိုင်ရန် ၂၀၁၃ ခုနှစ်ကတည်းက စတင် ကြိုးပမ်းခဲ့ခြင်း ဖြစ်ကြောင်း၊ မြန်မာသံတမန်သင်တန်းကျောင်း အတိုင်ပင်ခံပညာရှင်များ အဖွဲ့နှင့် သင်ကြားရေးအဖွဲ့တို့ကို ဖွဲ့စည်း၍ ညှိနှိုင်းဆွေးနွေးမှုများနှင့် အလုပ်ရုံဆွေးနွေးပွဲများ ပြုလုပ်ခြင်း၊ ပြည်ပနိုင်ငံများမှ သံတမန်သင်တန်းကျောင်းများသို့ လေ့လာရေးခရီးစဉ်များ စေလွှတ်ခြင်း စသည်ဖြင့် အဆင့်ဆင့် ဆောင်ရွက်ခဲ့ကြောင်း၊ မြန်မာသံတမန်သင်တန်းကျောင်း၌ ကနဦးတွင် သံတမန်ရေးရာဘွဲ့လွန်ဒီပလိုမာသင်တန်းများကို စတင်ဖွင့်လှစ်သွားမည်ဖြစ်ပြီး နောင် တွင် B.A(Diplomacy) နဲ့ M.A(Diplomacy) ဘွဲ့များ စသည်ဖြင့် အဆင့်ဆင့် ပေးအပ်သွားနိုင်ရေး ကြိုးပမ်းဆောင်ရွက်သွားမည်ဖြစ်ကြောင်း ပြောကြားခဲ့သည်။
မြန်မာသံတမန်သင်တန်းကျောင်း ပေါ်ထွန်းလာရေးအတွက် တစ်စိုက်မတ်မတ် ဝိုင်းဝန်း ဆောင်ရွက်ပေးခဲ့သော မြန်မာအငြိမ်းစားသံအမတ်ကြီးများ၊ ဝါရင့်သံတမန်များ၊ တက္ကသိုလ် အသီးသီးမှ ပါမောက္ခချုပ်များနှင့် ပါမောက္ခ/ဌာနမှူးများ၊ MDA အတိုင်ပင်ခံပညာရှင်များအဖွဲ့ အဖွဲ့ဝင်များအား အသိအမှတ်ပြုကျေးဇူးတင်ရှိကြောင်း၊ နိုင်ငံတကာသံတမန်များ၏ အတွေ့အကြုံ နှင့် ကျွမ်းကျင်မှု အထူးအရေးကြီးသည့်အတွက် မြန်မာနိုင်ငံအခြေစိုက်သံရုံးများမှ သံအမတ်ကြီး များနှင့် သံတမန်များမှလည်း လာရောက်ကူညီပို့ချဆွေးနွေးပေးရန်နှင့် သင်တန်းကျောင်းအတွက် လိုအပ်သည့် သင်ကြားမှုအထောက်အကူပြုပစ္စည်းများနှင့် စာအုပ်စာတမ်းများ ကူညီထောက်ပံ့ ပေးရန် ကြိုဆိုဖိတ်ခေါ်ကြောင်း၊ မြန်မာသံတမန် သင်တန်းကျောင်းသည် လက်ရှိကမ္ဘာလုံးဆိုင်ရာ စိန်ခေါ်မှုများကို ထိရောက်သော သံတမန်ရေး နည်းလမ်းဖြင့် ဖြေရှင်းရန်နှင့် မြန်မာသံတမန်များ၏ စွမ်းဆောင်ရည်ကို မြှင့်တင်ရန် ခြေလှမ်းသစ်တစ်ရပ်ဖြစ်ကြောင်း ထည့်သွင်း ပြောကြားခဲ့သည်။
ထို့နောက် မြန်မာသံတမန်သင်တန်းကျောင်း ထူထောင်ခြင်းဆိုင်ရာ မှတ်တမ်းဗွီဒီယိုကို ပြသပြီးနောက် အခမ်းအနားတက်ရောက်လာသည့် ဧည့်သည်တော်များနှင့် စုပေါင်း မှတ်တမ်းတင် ဓါတ်ပုံ ရိုက်ကူးခဲ့ကြသည်။
အခမ်းအနားဒုတိယပိုင်းကို မြန်မာသံတမန်သင်တန်းကျောင်းအဆောက်အဦ၌ ဆက်လက် ကျင်းပခဲ့ရာ ဒုတိယဝန်ကြီးချုပ်နှင့် နိုင်ငံခြားရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီး ဦးသန်းဆွေ၊ အထူးဧည့်သည်တော် နိုင်ငံတော်စီမံအုပ်ချုပ်ရေးကောင်စီအဖွဲ့ဝင် ဦးဝဏ္ဏမောင်လွင်၊ နိုင်ငံတော် စီမံအုပ်ချုပ်ရေးကောင်စီဥက္ကဋ္ဌရုံးဝန်ကြီးဌာန(၂) ပြည်ထောင်စုဝန်ကြီး ဦးကိုကိုလှိုင် နှင့် ပညာရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီး ဒေါက်တာညွန့်ဖေတို့က မြန်မာသံတမန်သင်တန်းကျောင်း ကမ္ပည်းမော်ကွန်းကို အမွှေးနံ့သာရည်များ ပက်ဖျန်းပေးခဲ့သည်။
ယင်းနောက် ဒုတိယဝန်ကြီးချုပ်နှင့် နိုင်ငံခြားရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီး ဦးသန်းဆွေက သံတမန်ရေးရာဘွဲ့လွန်ဒီပလိုမာသင်တန်း အမှတ်စဉ် (၁/၂၀၂၅) သင်တန်းသား/ သင်တန်းသူများအား “မြန်မာနိုင်ငံ၏ နိုင်ငံခြားရေးမူဝါဒ အကောင်အထည်ဖော်ခြင်း” ခေါင်းစဉ်ဖြင့် သင်ခန်းစာ ပို့ချခဲ့သည်။
သံတမန်ရေးရာ ဘွဲ့လွန်ဒီပလိုမာသင်တန်း အမှတ်စဉ်(၁/၂၀၂၅) သည် မြန်မာသံတမန် သင်တန်းကျောင်းနှင့် Naypyitaw State Academy တို့ ပူးပေါင်း၍ ဖွင့်လှစ်သည့် ဒီပလိုမာ သင်တန်းဖြစ်ပြီး သင်တန်းကာလ(၄)လကြာမြင့်သော ပညာသင်နှစ်ဝက် (၂)ခု၊ စုစုပေါင်း သင်တန်း ကာလ (၈)လအတွင်း သံတမန်ရေးရာများ၊ နိုင်ငံတကာဆက်ဆံရေးများ၊ နိုင်ငံခြားရေးမူဝါဒများ၊ နိုင်ငံတကာအဖွဲ့အစည်းဆိုင်ရာများ၊ အပြည်ပြည်ဆိုင်ရာဥပဒေများနှင့် မျက်မှောက်ခေတ် နိုင်ငံ တကာရေးရာ ဘာသာရပ်များကို ပို့ချသွားမည်ဖြစ်သည်။
သံတမန်ရေးရာဘွဲ့လွန်ဒီပလိုမာသင်တန်းသို့ အစိုးရအဖွဲ့အစည်းများနှင့် ဝန်ကြီးဌာနများမှ အရာထမ်း/အမှုထမ်းများ၊ ပုဂ္ဂလိကကဏ္ဍမှ စိတ်ပါဝင်စားသူများ တက်ရောက်လျက်ရှိရာ နေပြည်တော်တန်းခွဲ၌ သင်တန်းသား/သူ (၆၂)ဦး၊ ရန်ကုန်တန်းခွဲ၌ သင်တန်းသား/သူ (၅၁)ဦး၊ စုစုပေါင်း (၁၁၃)ဦး တက်ရောက်ကြမည်ဖြစ်သည်။ သင်တန်းကာလအတွင်း ဘာသာရပ်ဆိုင်ရာ သင်ခန်းစာများပို့ချခြင်း၊ ဆန်းစစ်ဆွေးနွေးခြင်း၊ လက်တွေ့လေ့ကျင့်ခန်းများ ပြုလုပ်ခြင်းများ အပါအဝင် အဖွဲ့လိုက်စာတမ်းရေးသားတင်ပြခြင်းတို့ဖြင့် စာတွေ့လက်တွေ့ သင်ကြားပို့ချသွားမည် ဖြစ်ကြောင်း သိရှိရသည်။

Inauguration Ceremony of the Myanmar Diplomatic Academy and Launch of the Diploma in Diplomacy held

The inauguration ceremony of the Myanmar Diplomatic Academy (MDA) and the launch of its flagship “Diploma in Diplomacy (1/2025)” were held at the Ministry of Foreign Affairs on 28 July 2025 at the Lawkanatt Hall and the MDA premises in Nay Pyi Taw.
At the inauguration ceremony, U Than Swe, Deputy Prime Minister and Union Minister for Foreign Affairs delivered the inaugural speech. The event was also attended by U Wunna Maung Lwin, Member of the State Administration Council; U Ko Ko Hlaing, Union Minister for the Ministry-2 at the Office of the Chairman of the State Administration Council; Dr. Nyunt Pe, Union Minister for Education; Deputy Foreign Ministers U Lwin Oo and U Ko Ko Kyaw; Member of the Union Civil Service Board U Kyaw Myo Htut; Permanent Secretary of the Ministry of Foreign Affairs; Directors-General and senior officials from the Ministries of Foreign Affairs and Education; Ambassadors and Members of the Diplomatic Corps; Members of the Advisory Board and Board of Studies of the MDA; Rector and faculty of the Naypyitaw State Academy; as well as trainees from Nay Pyi Taw and Yangon classes of the Diploma in Diplomacy Programme (1/2025).
In his address, Deputy Prime Minister and Union Minister U Than Swe emphasized that the launch of the Myanmar Diplomatic Academy is a milestone for the Ministry of Foreign Affairs, and an important investment for the future of Myanmar international relations. He also stated that diplomacy is one of the key foundations for peace, stability and development of a nation, and it needs life-long learning.
He stated that prior to the year 2000, Myanmar had no formal diplomatic training centre and relied exclusively on on the job mentoring. Recognizing the vital role of diplomacy, the Ministry of Foreign Affairs launched structured training through Basic Diplomatic Skills (BDS) and Enhanced Diplomatic Skills (EDS) courses from 2000 onward. These have trained over 8,000 young professionals who now serve the nation building.
The Deputy Prime Minister and Union Minster also highlighted that the commitment of the Ministry of Foreign Affairs to establishing a dedicated institution for diplomatic training as it initiated plans to create the Myanmar Diplomatic Academy since 2013; formed Advisory Group and Board of Studies; and organized seminars, workshops, consultations; and international study visits to guide the development of the Academy. He added that MDA is now initially offering a Diploma in Diplomacy Course and will introduce B.A (Diplomacy) and M.A (Diplomacy) courses in the future.
He acknowledged the firm support of predecessors, retired Ambassadors, Senior Diplomats, Rectors and Professors from different Universities and Members of Advisory Board for their initiative and dedicated efforts to establish this Academy. He also emphasized the importance of continued collaboration of the Diplomatic Corps in Myanmar to supporting the Academy’s programs. He concluded by affirming that the MDA represents a significant step toward strengthening Myanmar’s diplomatic capabilities and addressing global challenges through effective diplomacy.
Afterwards, a documentary video on the establishment of the Myanmar Diplomatic Academy was displayed, followed by group photos.
The second part of the ceremony was held at the Academy premises, with the symbolic sprinkling of scented water on the Academy’s commemorative plaque by Deputy Prime Minister and Union Minister U Than Swe, together with Member of the State Administration Council U Wunna Maung Lwin, and Union Minsters U Ko Ko Hlaing and Dr. Nyunt Pe.
After the ceremony, Deputy Prime Minister and Union Minster U Than Swe delivered a special lecture titled “The Implementation of Myanmar’s Foreign Policy” to the participants of the Diploma in Diplomacy Programme (1/2025).
Jointly conducted by the Myanmar Diplomatic Academy and Naypyitaw State Academy, the Diploma in Diplomacy Programme (1/2025) is an eight-month programme comprising of two semesters. The curriculum includes diplomacy, international relations, foreign policy, international law, multilateral institutions, and contemporary global challenges.
A total of 113 participants—62 in Nay Pyi Taw and 51 in Yangon, representing a cross-section of government ministries, the private sector, and recent university graduates with a demonstrated interest in diplomacy and global affairs will attend the programme.
