နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ စီမံကိန်းနှင့်စီမံရေးရာဦးစီးဌာနက ဘတ်ဂျက်စီမံခန့်ခွဲမှု ထိရောက် ရေး နှီးနှောဖလှယ်ပွဲတစ်ရပ်ကို ၂၀၂၆ ခုနှစ်၊ မတ်လ (၄)ရက် (ဗုဒ္ဓဟူးနေ့) နိုင်ငံခြားရေးဝန်ကြီး ဌာန၊ လောကနတ်ခန်းမ၌ ကျင်းပပြုလုပ်ခဲ့ပါသည်။

နှီးနှောဖလှယ်ပွဲသို့ နိုင်ငံခြားရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီး၊ ဒုတိယဝန်ကြီးများ၊ အမြဲတမ်းအတွင်းဝန်၊ သံအမတ်ကြီးများ၊ ညွှန်ကြားရေးမှူးချုပ်များနှင့် ဝန်ထမ်းများ၊ ဆက်စပ် ဝန်ကြီးဌာနများမှ အရာရှိကြီးများ တက်ရောက်ခဲ့ကြပါသည်။ ထို့အပြင် ပြည်ပရှိ မြန်မာသံရုံး၊ အမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးနှင့် ကောင်စစ်ဝန်ချုပ်ရုံးတို့မှ ဘဏ္ဍာရေးဆိုင်ရာ တာဝန်ခံအရာရှိ များလည်း Zoom Platform ဖြင့် ပါဝင်တက်ရောက်ခဲ့ကြပါသည်။

ဦးစွာ ပြည်ထောင်စုဝန်ကြီး ဦးသန်းဆွေက အဖွင့်အမှာစကားပြောကြားခဲ့ပါသည်။ ထို့နောက် “သာမန်အသုံးစရိတ်နှင့် ငွေလုံးငွေရင်းအသုံးစရိတ် ဘတ်ဂျက်ရေးဆွဲရာတွင် လိုက်နာ ရမည့်အချက်များ” ခေါင်းစဉ်ဖြင့် ဘဏ္ဍာရေးနှင့် အခွန်ဝန်ကြီးဌာန ညွှန်ကြားရေးမှူး ဒေါ်လဲ့လဲ့စိုး ကလည်းကောင်း၊ “သာမန်အသုံးစရိတ် ဘတ်ဂျက်လျာထားမှုနှင့် ငွေစာရင်းခေါင်းစဉ်များအလိုက် ရုံးလုပ်ငန်းအသုံးစရိတ်များ ရေးဆွဲခြင်း” ခေါင်းစဉ်ဖြင့် နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ စီမံကိန်းနှင့် စီမံ ရေးရာဦးစီးဌာန၊ ဒုတိယညွှန်ကြားရေးမှူးချုပ် ဒေါက်တာဇော်လင်းဦးကလည်းကောင်း၊ အသီးသီး ဆွေးနွေးခဲ့ကြပါသည်။

နေ့လယ်ပိုင်းတွင် “ငွေလုံးငွေရင်းအသုံးစရိတ်လျာထားခြင်းနှင့် သုံးစွဲဆောင်ရွက်ခြင်း” ခေါင်းစဉ်ဖြင့် နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ စီမံကိန်းနှင့်စီမံရေးရာဦးစီးဌာန၊ ဒုတိယညွှန်ကြားရေးမှူး ချုပ် ဦးသော်တာအောင်ကလည်းကောင်း၊ “ငွေလုံးငွေရင်း အသုံးစရိတ်လျာထားဆောင်ရွက်ရာ တွင် လိုက်နာရမည့် အချက်များ” ခေါင်းစဉ်ဖြင့် အမျိုးသားစီမံကိန်းဝန်ကြီးဌာန ဒုတိယညွှန်ကြား ရေးမှူးချုပ် ဦးကျင်ဌေး ကလည်းကောင်း၊ “ငွေလုံးငွေရင်းအသုံးစရိတ်ဖြင့် ဆောက်လုပ်ရေးလုပ်ငန်း များ ဆောင်ရွက်ခြင်း လုပ်ငန်းစဉ်” ခေါင်းစဉ်ဖြင့် ဆောက်လုပ်ရေးဝန်ကြီးဌာန၊ ဒုတိယညွှန်ကြား ရေးမှူးချုပ် ဒေါ်အေးအေးမောကလည်းကောင်း၊ “ဘတ်ဂျက်အသုံးစရိတ်များအား စာရင်းစစ်ဆေး ခြင်း” ခေါင်းစဉ်ဖြင့် ပြည်ထောင်စုစာရင်းစစ်ချုပ်ရုံး၊ ဒုတိယညွှန်ကြားရေးမှူး ဒေါ်မျိုးမျိုးခိုင်က လည်းကောင်း အသီးသီး ဆွေးနွေးခဲ့ကြပါသည်။

ထို့နောက် ဒုတိယဝန်ကြီး ဦးကိုကိုကျော်က နိဂုံးချုပ်အမှာစကား ပြောကြားခဲ့ပြီး နှီးနှောဖလှယ်ပွဲကို ရုပ်သိမ်းခဲ့ပါသည်။

A seminar on Strengthening Effective Budget Planning and Management Practices, held at the Ministry of Foreign Affairs

The Planning and Administrative Department of the Ministry of Foreign Affairs conducted a seminar titled “Strengthening Effective Budget Planning and Management Practices” at Lawkanatt Hall on 4 March 2026.

The seminar was attended by the Union Minister, Deputy Ministers, Permanent Secretary, Ambassadors, Directors-General and officials from the Ministry of Foreign Affairs, as well as senior officials from related ministries and organizations. Also present at the seminar were the representatives from Myanmar Embassies, Myanmar Missions and Consulates-General abroad via Zoom Platform.

Union Minister U Than Swe delivered the opening address. During the morning session, senior officials from the Ministry of Foreign Affairs and other relevant Ministries explained the principles of effective budget planning, guidelines for budget drafting, and the management of recurrent and capital expenditure.

In the afternoon session, the senior officials from the related ministries and organizations shared the best practices regarding capital expenditure for construction and the associated auditing processes.

Following the presentations, Deputy Minister U Ko Ko Kyaw delivered the closing remarks and the seminar was formally concluded.
