မြန်မာနိုင်ငံ၏ နိုင်ငံခြားရေးမူဝါဒနှင့်အညီ အိမ်နီးချင်းနိုင်ငံများအပါအဝင် ကမ္ဘာ့နိုင်ငံများနှင့် မိတ်ဝတ်မပျက် ချစ်ကြည်ရင်းနှီးစွာ ဆက်ဆံရေးကို ပိုမိုခိုင်မာစေရန်အတွက် နှစ်နိုင်ငံချစ်ကြည်ရေး ခရီးစဉ်များ စီစဉ်ဆောင်ရွက်သည့် လုပ်ငန်းစဉ်များကို နိုင်ငံခြားရေးဝန်ကြီးဌာနနှင့် ဆက်စပ်ဝန်ကြီး ဌာနများမှ ဝန်ထမ်းများ ပိုမိုကျယ်ပြန့်စွာ သိရှိနားလည်လာစေရန်နှင့် အဆိုပါ ခရီးစဉ်များကို စီစဉ် ဆောင်ရွက်ရာတွင် အဆင်ပြေချောမွေ့စေရေးအတွက် ဝန်ထမ်းများ၏ လုပ်ငန်းစွမ်းဆောင်ရည် ကို ပိုမိုမြှင့်တင်ပေးရန် ရည်ရွယ်ချက်များဖြင့် နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ သံတမန်ရေးရာဦးစီးဌာန က ကြီးမှူး၍ “နှစ်နိုင်ငံဆက်ဆံရေးကို အထောက်အကူပြုသည့် ချစ်ကြည်ရေးခရီးစဉ်များ” ခေါင်းစဉ်ဖြင့် ဆွေးနွေးပွဲတစ်ရပ်ကို ၂၀၂၆ ခုနှစ်၊ မတ်လ ၆ ရက် (သောကြာနေ့) တွင် နိုင်ငံခြားရေး ဝန်ကြီးဌာန၊ လောကနတ်ခန်းမတွင် ကျင်းပပြုလုပ်ခဲ့သည်။

ဦးစွာ နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ ဒုတိယဝန်ကြီး ဦးကိုကိုကျော်က အဖွင့်မိန့်ခွန်းပြောကြား ခဲ့သည်။ ဆွေးနွေးပွဲ ပထမပိုင်းတွင် သံအမတ်ကြီး (ငြိမ်း) ဦးသာအောင်ညွန့်က “အထင်ကရ ချစ်ကြည်ရေးခရီးစဉ်များ စီစဉ်ဆောင်ရွက်ခြင်း” ခေါင်းစဉ်ဖြင့်လည်းကောင်း၊ သံတမန်ရေးရာဦးစီး ဌာန၊ ညွှန်ကြားရေးမှူးချုပ် ဦးသက်ထွန်းက “ခရီးစဉ်အမျိုးအစားများ၏ သဘောသဘာဝနှင့် ကျင့်သုံး လျက်ရှိသော လုပ်ငန်းဆောင်ရွက်မှု” ခေါင်းစဉ်ဖြင့်လည်းကောင်း၊ သံတမန်ရေးရာဦးစီးဌာန၊ ဒုတိယ ညွှန်ကြားရေးမှူးချုပ်ဦးထွန်းအောင်ကျော် က “ခရီးစဉ်ပြင်ဆင်မှုအဆင့်ဆင့်” ခေါင်းစဉ်ဖြင့်လည်း ကောင်း အသီးသီးဆွေးနွေးခဲ့ကြသည်။ ထို့နောက် State Banquet ဖြင့် တည်ခင်းဧည့်ခံခြင်းအား Simulation ပုံစံဖြင့် ခင်းကျင်းသရုပ်ပြခဲ့ပြီး ဆွေးနွေးပွဲသို့ တက်ရောက်လာကြသူများက ကြည့်ရှု လေ့လာခဲ့ကြသည်။

နေ့လယ်ပိုင်းတွင် ဆွေးနွေးပွဲဒုတိယပိုင်းကို ဆက်လက်ကျင်းပခဲ့ရာ နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ နိုင်ငံရေးရာ ဦးစီးဌာန၊ ဒုတိယညွှန်ကြားရေးမှူးချုပ် ဒေါက်တာချစ်ဝင်းက Moderator အဖြစ် ဆောင်ရွက် ၍ သံအမတ်ကြီး (ငြိမ်း) ဦးသာအောင်ညွန့်၊ သံတမန်ရေးရာဦးစီးဌာန၊ ညွှန်ကြားရေးမှူးချုပ် ဦးသက်ထွန်းနှင့် ဝါရင့်သံတမန်ဝန်ထမ်းဟောင်း ဦးစိန်ညွန့်တို့က Panelist များအဖြစ် Panel discussion တွင် ပါဝင်ဆွေးနွေးခဲ့ကြပြီး တက်ရောက်သူများက သိရှိလိုသည်များကို မေးမြန်းဆွေးနွေး ခဲ့ကြသည်။ ထို့နောက် နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ ဒုတိယဝန်ကြီး ဦးနိုင်မင်းကျော် က နိဂုံးချုပ် အမှာစကားပြောကြားခဲ့ပြီး ဆွေးနွေးပွဲအခမ်းအနားကို ရုပ်သိမ်းခဲ့သည်။

A Seminar on “State Visits Strengthening Bilateral Relations” held at the Ministry of Foreign Affairs

A Seminar titled “State Visits Strengthening Bilateral Relations” organized by Protocol Department of the Ministry of Foreign Affairs of Myanmar was held at the Law Ka Natt Hall of the Ministry on 6th March 2026.

The purpose of the Seminar was to broaden the knowledge and understanding of civil service personnel from the Ministry of Foreign Affairs and related Ministries, on the established procedures in organizing bilateral state visits. It was also aimed at strengthening bilateral relations with countries around the world especially neighbouring countries, in line with Myanmar’s foreign policies. Furthermore, the Seminar was organized to enhance the capacity of civil service personnel in carrying out their respective responsibilities to ensure that such visits are arranged efficiently and conducted smoothly.

U Ko Ko Kyaw, Deputy Minister of the Ministry of Foreign Affairs delivered the opening remarks at the Seminar. Thereafter, the first session of the Seminar was organized into three thematic discussions on “Organizing Historic State Visits” presented by Former Ambassador U Thar Aung Nyun, “The Nature of Visits and Standard Operating Procedures (SOPs) by U Thet Tun, Director General of Protocol Department, and “Step-by-Step Preparation of State Visits” by U Htun Aung Kyaw, Deputy Director General of Protocol Department. In addition, a Simulation of the State Banquet was conducted to provide the participants with a clearer and more understanding of the relevant procedures and arrangements.

In the afternoon, the Seminar resumed with a panel discussion, moderated by Dr. Chit Win, Deputy Director General of Political Department of the Ministry of Foreign Affairs. Former Ambassador U Thar Aung Nyun (Rtd.), U Thet Tun, Director General of Protocol Department of the Ministry of Foreign Affairs and U Sein Nyunt, a former diplomat, joined as panelists who shared their insights and experiences, followed by an interactive Q & A session. The Seminar concluded with a closing address, delivered by U Naing Min Kyaw, Deputy Minister of the Ministry of Foreign Affairs.
